REGINALD I. LLOYD, Esquire
Reginald (“Reggie) I. Lloyd is the managing shareholder of The Lloyd Law Firm, LLC, with a statewide practice defending white collar and general criminal cases, as well as internal corporate and nonprofit compliance and investigations. Additionally, Lloyd enjoys a civil practice concentrating in, among other areas, business litigation, wrongful death, personal injury, constitutional and voting rights violations, and professional license defense.
Reggie attended the University of Miami in Coral Gables, Florida and received his B.A. degree in 1989 from Winthrop University in Rock Hill, South Carolina, with a major in Political Science and a minor in Mass Communications. After working in Charlotte, North Carolina for a year, Reggie received a Juris Doctorate from the University of South Carolina, School of Law in 1993. Reggie has nearly twenty (20) years practicing in both the private and public sectors, including having served as a trial judge on the South Carolina Circuit Court, serving as the Presidentially appointed United States Attorney for the District of South Carolina, and serving as the governor’s appointed Director of the South Carolina Law Enforcement Division (“SLED”) and Director of State Homeland Security.
After graduating from the USC School of Law, Reggie has worked in the private sector while practicing law with some of South Carolina’s largest and most prestigious law firms. He practiced with the law firms of Nexsen Pruet Jacobs and Pollard; Nelson Mullins Riley & Scarborough; and Willoughby & Hoefer, in the areas of business litigation, employment, immigration, and administrative law. Reggie has also performed governmental relations work for these law firms, as well as with American Telephone & Telegraph (“AT&T”). During his time in private practice, Reggie Lloyd performed litigation work on behalf of numerous corporations, businesses, non-profit and governmental agencies.
Reggie Lloyd began his public service legal career in the Special Litigation and Civil Sections of the South Carolina Attorney General’s Office as an Assistant Attorney General. There, he represented the State of South Carolina and many of her agencies in high profile litigation and transactional matters. Reggie next served as Chief Legal Counsel and Director of Research for the Judiciary Committee of the South Carolina House of Representatives. After a return to private practice, Reggie Lloyd was elected by the South Carolina General Assembly as a Circuit Court Judge, where he presided over multitudes of serious criminal and civil trials and where he served as the Chief Administrative Judge for the Second and Fifth Judicial Circuits.
In 2003, President George W. Bush appointed Lloyd as the United States Attorney for the District of South Carolina. As U.S. Attorney, Reggie set aggressive priorities for federal prosecutors and law enforcement agencies targeting violent crime, drug trafficking, organized gangs, white collar fraud, and civil rights violations. Under his leadership, the U.S. Attorney’s Office for the District of South Carolina continued to rank among the highest in the nation for the number of cases prosecuted on behalf of federal, state, and local law enforcement agencies. Additionally, Lloyd supervised the District of South Carolina’s anti-terrorism efforts, including administering Project Seahawk, a $40 million dollar, multi-jurisdictional sea port security initiative headquartered at the Port of Charleston, South Carolina. During his tenure, Reggie was selected to serve on the United States Attorney General’s Advisory Committee (“AGAC”).
After leaving the post of United States Attorney, Governor Mark Sanford asked Lloyd to become the third Director, in modern times, of the South Carolina Law Enforcement Division (“SLED”). Lloyd’s task was to modernize the mission and operational priorities for the statewide investigation agency in order to attack South Carolina’s ranking as one of the nation’s most violent per capita places in the United States. As Director, Lloyd led SLED aggressively made state and federal cases against violent, organized street gangs, Mexican drug trafficking organizations, and public corruption targets. The agency developed unprecedented partnerships with federal agencies, including the Federal Bureau of Investigation (“FBI”); Drug Enforcement Administration (“DEA”); Alcohol Tobacco Firearms and Explosives (“ATF”); United States Secret Service (“USSS”); among others. Lloyd’s direction led SLED to develop and use many cutting edge technologies and tools, such as wiretapping, as well as state and federal grand juries, to take on South Carolina’s biggest statewide public safety threats. Likewise, as Director of State Homeland Security, Lloyd increased SLED and local agencies’ tactical, response, and recovery capabilities. Lloyd is perhaps most proud of the world class development of the South Carolina Fusion Center as one of the nation’s best terrorism and criminal intelligence operations.
